For those applicants residing in the United States, USCIS selects either Final Action Dates or Filing Dates to determine when to file I-485 (Adjustment of Status) Applications.

This month (September 2019) USCIS selected Filing Dates for Family Based application and Final Action Dates for Employment Based application.

For example, if your case is the 3rd preference of employment based immigration, your priority date (your Filing date of your PERM application to the Department of Labor in the first step) must be before July 1, 2016 in order to be able to file I-485 (Adjustment of Status) application this month (September 2019).
